Assume by engine brake you mean an exhaust brake?
Exhaust, eddy current or transmission brakes are usually fitted to vehicles to help them cope with very hilly or mountainous country, extend the life of standard braking components and to reduce driver fatigue.
When an exhaust brake is engaged a butterfly valve in the exhaust is closed via a servo and a linkage. The servo could be vacuum, air pressure or electrical.
I only have experience of the air pressure operated type but I suggest before you begin looking at fuses and other electrical problems you ensure the butterfly valve is not seized or semi-seized and the linkage is secure.
